“Not recorded voting” is everyone eligible who isn't recorded as Aye or No, for example absent, paired, or presiding.

What was decided

The majority voted in favour of disagreeing with a motion to suspend the usual procedural rules - known as standing orders - in order to let a vote happen. This means the vote on a Commonwealth Integrity Commission will not take place.

Motion text

That so much of the standing orders be suspended as would prevent the Manger of Opposition Business from moving the following motion immediately:

The House:

(1) notes:

(a) the Morrison government has just voted down a privileges motion given precedence by the Speaker for the first time since Federation;

(b) the motion related to a possible contempt by the Member for Pearce; and

(c) it has been more than 1,000 days since this Prime Minister promised to introduce a Federal Anti-Corruption Commission; and

(2) calls on the Prime Minister to immediately: (a) introduce a bill to establish a Federal Anti-Corruption Commission with the powers of a standing Royal Commission; and

(b) agree to refer the Member for Pearce to the Committee of Privileges and Members' Interests.
